Annex 4.

INSTITUTIONAL FRAMEWORK OF THE SAP IMPLEMENTATION

 

Central (Federal) Executive Authorities Involved in the Management and Protection of Natural Resources in:

 

The Republic of Belarus

 

1. The President of the Republic of Belarus:

- Sets up, disbands, and reorganizes the state government structures;

- Declares the state of emergency in the territory of the Republic of Belarus (or in the affected areas of the Republic) if and where a threat to the human health, territorial integrity and mere existence of the state arises as a result of an act of God, and/or catastrophe;

- Exercises control, either directly or through specially authorized bodies, of compliance with the existing legislation by the local authorities and self-governance bodies.

 

2. The Council of Ministers of the Republic of Belarus:

- Facilitate the implementation of the national environmental policy, defined by the President and Parliament of the Republic of Belarus;

- Take measures to ensure the protection and scientifically sound use of natural resources, and improvement of the state of environment;

- Facilitate the development and implementation of the State Environmental Programme of the Republic of Belarus;

- Coordinate activities of ministries, state committees, and other relevant bodies with responsibilities in the field of environment protection;

- Establish the Republican Non-Budgetary Environment Protection Fund;

- Approve the procedure for developing and setting the environmental standards, and limits on natural resource use, pollution emissions/discharges, and waste disposal;

- Define the procedure for accounting and evaluation of natural resources, and maintaining a natural resource inventory;

- Declare the status of environmental emergency, if and where necessary;

- Approve the list of natural resources and systems/features of outstanding value;

- Institute and manage the environmental education and awareness raising system;

- Make decision on the termination or conversion of major polluting plants/facilities that pose danger to the environment at the national scale;

- Cooperate with the Governments of other countries in the field of environment protection.

 

3. Ministry of Natural Resources and Environment Protection:

- Develop and pursue a common state policy in the field of environment protection and sustainable use of natural resources;

- Manage the environment protection activities within the Republic in an integrated manner;

- Coordinate activities of other state government bodies of the Republic of Belarus, local executive and administrative bodies, and legal entities, both public and private;

- Control compliance with the environmental safety standards; supervise the management and protection of surface water and groundwater resources, atmospheric air, flora and fauna, nature reserves and protected areas, widely available mineral resources and peat, land resource management, ozone layer protection, waste management, and geological surveying activities (the state geological control).

 

3.1. Hydrometeorology Department:

- Facilitate the implementation of a suite of actions in the field of meteorology, climatology, agricultural meteorology, hydrology, heliophysics, and other related disciplines;

- Carry out the monitoring of natural environment and provide information on the state of environment and pollution levels, including the provision of information on the extreme hydrometeorological events and pollution levels.

 

4. The RB President’s State Inspectorate on the Protection of Flora and Fauna:

- Exercise the state regulation functions in the field of protection of flora and fauna;

- Control, on behalf of the state, the animal world, including its status, use, protection, and conservation;

- Take other measures on the protection and conservation of animal world.

 

5. Ministry of Emergency Situations:

- Facilitate the implementation of state policy in the field of protection of population against the consequences of the Chornobyl accident, early warning and response to the emergencies due to industrial accidents, catastrophes, and acts of God;

- Organise and maintain the supervision, on behalf of the state, over the protection and management of territories affected by radioactive contaminations, and compliance with the occupational safety standards in various sectors of the national economy;

- Provide information on the actual and projected changes in hydrometeorological conditions and pollution levels to the state government bodies and wide public.

 

5.1. Industrial and Nuclear Safety Supervision Department with the Ministry of Emergency Situations:

- Ensure the enforcement of technical/nuclear/radioactive safety standards and prevention on non-compliances;

- Ensure the early warning on and prevention of industrial accidents and catastrophes, with special focus on potentially dangerous facilities and activities; ensure the protection and sustainable use of mineral resources.

 

6. Ministry of Forestry of the Republic of Belarus (the Republic of Belarus Forestry Management Committee with the Council of Ministers of the Republic of Belarus):

- Exercise the state regulation functions in the field of forestry management;

- Facilitate the implementation of a common state policy in the field of management, conservation, protection and reproduction of the state forest resource;

- Coordinate the relevant functions of other state government bodies, local executive and administrative bodies, and legal entities, both public and private;

- Take action to improve the productivity of forests, and expand the area of forests and plantations on the basis of the up-to-date scientifically sound techniques in order to meet the demand for all types of forestry products;

- Control, on behalf of the state, the national forest resource, including its status, management, conservation, protection, and reproduction;

- Take necessary actions to ensure the conservation and protection of forests;

- Pursue a common economic policy in the forestry sector.

 

7. Ministry of Health of the Republic of Belarus:

- Facilitate and maintain the state sanitary control, and monitor compliance with health legislation and regulations by other ministries, government bodies, industries, institutions, organisations, officials, and citizens.

 

8. Ministry of Housing and Municipal Utility Management of the Republic of Belarus:

- Regulate issues relating to water supply and uses.

 

9. Ministry of Agriculture and Food of the Republic of Belarus:

- Ensure the sustainable use of land, held under lease or tenancy by legal entities controlled by the Ministry;

- Control of compliance with the environmental requirements by the legal entities;

- Organise the environmental review of land drainage/irrigation projects, including design, construction, operation, and maintenance of land drainage/irrigation facilities;

- Organise and maintain the radiation control at the sectoral level;

- Develop the agricultural technologies that are suitable for application in the areas contaminated by radionuclides; implement the state programmes of mitigation measures in the areas affected as a result of the Chornobyl accident.

 

10. State Committee of Land Resource, Geodesy and Cartography:

- Manage the national land resource on behalf of the state;

- Create and promote the socio-economic and institutional climate that encourages the sustainable use of land resource, the protection and reproduction of soil, and the improvement of natural environment;

- Exercise the state geodetic control within the Republic of Belarus.

 

11. Local Deputies’ Councils, Executive and Administrative Bodies:

- Organise the action planning process in the field of environment protection, provide funding and resources for environmental programmes;

- Coordinate the environmental management services at the level of industries, institutions, and organisations;

- Make decisions on the termination of non-compliant activities undertaken by legal entities, and/or their separate units, sections, and processes located in their jurisdictions, or the cessation of their right to use local natural resources in the event of pollution release to the environment, unsustainable use of natural resources, and other non-compliances with the environmental legislation, sanitary standards and rules;

- Organise the environmental education and awareness raising activities;

- Provide the necessary environmental information to population;

- Manage other environment protection issues within the scope of their competence defined by the law of the Republic of Belarus.

 

The Russian Federation

 

1. The Russian Federation Ministry of Economic Development and Trade:

- Take part in the formulation and implementation of the state environmental policy and environmental safety measures in the Russian Federation;

- Prepare, with participation of other federal executive authorities, proposals on strengthening the economic instruments that encourage the sustainable use of natural resources, resource- and energy-saving practices;

- Prepare, with participation of relevant federal executive authorities, proposals and provide methodological guidance in the process of formulation and implementation of interstate, federal, and regional targeted programmes, review and submit the final draft programmes for approval to the Russian Federation Government according to the official procedure, report to the Russian Federation Government on the progress of the federal and interstate targeted programmes on an annual basis.

 

2. The Russian Federation Ministry of Finance:

- Take part in the development of federal targeted programmes, provide funding for these programmes from the federal budget in accordance with the legally defined procedure.

 

3. The Russian Federation Ministry of Natural Resources:

- Set water consumption and wastewater discharge limits for the Russian Federation constituent members and water bodies that constitute the federal property;

- Facilitate the preparation of forecasts and schemes for the integrated management and protection of water resources, and the development of water budget;

- Issue, register, suspend and terminate water use licenses in accordance with the legally defined procedure; register water use contracts; agree on the proposed locations of various activities, facilities, and undertakings, if and where they are located within a water body itself, or its water protective zone;

- Prepare proposals on user charges and fee collection arrangements, develop the plan and budget for the use of funds allocated for the water management sector, develop and approve the detailed plans of actions to be financed from this budget;

- Develop, in cooperation with other relevant federal executive authorities and government bodies of the RF constituent members, the interregional water resource distribution plans on the basis of the socio-economic development projections and programmes, and water resource balance data;

- Manage the operation of reservoirs, integrated water management schemes, flood protection and other hydroengineering facilities controlled by the Ministry; supervise and control, on behalf of the state, compliance with safety standards and terms of licenses issued to the hydroengineering facility operators (excluding those facilities that are controlled by other federal executive authorities, or local self-governance bodies on the basis of special arrangements);

- Facilitate, according to the legally defined procedure, the development and implementation of actions on the protection and restoration of water bodies, the establishment of water protective zones, and enforcement of their management regime;

- Specify, in cooperation with other relevant federal executive authorities and government bodies of the RF constituent members, the filling and drawdown regime for reservoirs, the high-water flow management regime for water bodies that constitute the federal property; approve the operation and water resource management rules for reservoirs, and control their compliance;

- Based on the existing procedure, compile and maintain the Russian Federation Register of Hydroengineering Facilities, and the Surface Water Resource Use Inventory;

- Facilitate, in cooperation with other relevant federal executive authorities and government bodies of the RF constituent members, the development and implementation of safety measures at the hydroengineering facilities, actions on the prevention and abatement of harmful effects of waters and pollution releases due to accidents; the implementation of flood prevention actions; and the safe management of areas where the risk of flooding events exists;

- Facilitate, in cooperation with other relevant executive authorities of the RF constituent members, the preparation, signing, and implementation of the basin agreements on the restoration and protection of water bodies;

- Draft the interstate targeted programmes in the field of management, use and protection of transboundary water bodies, and facilitate their implementation.

 

4. The Russian Federation Ministry of Agriculture:

- Provide support to the executive authorities of the RF constituent members in order to ensure the sustainable management, restoration and protection of land, forest, water, and other natural resources used for agricultural purposes;

- Facilitate, in cooperation with the RF Ministry of Natural Resources, the development and implementation of resource-saving and environment protection measures in the agricultural sector;

- Ensure the safe operation of hydroengineering facilities used for the drainage/irrigation purposes.

 

5. The Russian Federation Ministry of Energy:

- Enhance the institutional, technical and economic capacity of fuel and power industries for environmentally safe management of their production processes and activities;

- Control, on behalf of the state, the operational safety of hydroengineering facilities that are owned, managed, or operated by the fuel and power industries; provide information required to compile and maintain the Russian Federation Register of Hydroengineering Facilities.

 

6. The Russian Federation Ministry of Transport:

- Plan and implement the environment protection and resource-saving measures in the transport sector;

- Control, on behalf of the state, the operational safety of hydroengineering facilities used for navigation; provide information required to compile and maintain the Russian Federation Register of Hydroengineering Facilities;

- Cooperate with the RF Ministry of Natural Resources, its territorial bodies, other federal executive authorities and their territorial bodies, and the RF constituent government bodies on issues relating to the flow regulation and operation regime of the reservoirs.

 

7. Russia’s Federal Hydrometeorological and Environmental Monitoring Service:

- Organise the monitoring, assessment, and trend forecasting for air, surface waters, and marine environment;

- Facilitate, within the scope of their competence, the development and operation of the state monitoring service and information management system for collection, storage, processing, analysis, and dissemination of hydrometeorological information and data on the environmental pollution levels;

- Facilitate the access of federal government bodies to information on the state of environment and pollution levels; provide information on the scope and content of reporting data to the users;

- Maintain the Centralised State Data Fund that contains information on the state of natural environment and pollution levels; and maintain the centralised data record system.

 

8. The Russian Federation State Sanitary and Epidemiological Service:

- Control compliance with sanitary rules and standards in the process of identification of water sources to be used for centralised/decentralised water supply, bathing, water sports, and recreation.

 

Ukraine

 

1. Ministry of Economy and European Integration of Ukraine:

- Take part in the formulation of the national economic and social development policy of Ukraine and the mechanisms for its implementation; the preparation of socio-economic development projections in the short to medium term, and other relevant programme documents;

- Take part in the formulation of the state regional development policy, and coordinate its implementation;

- Take part in the formulation of the state policy of cooperation with the international financial organisations, business groups, relevant interstate and regional organisations (including lending and financing organisations from other countries); coordinate the international technical assistance provided to Ukraine;

- Take part in the implementation of the national environmental policy; formulation of proposed options for strengthening the mineral resource and environmental management capacity, improving and introducing the economic instruments for nature use management, environment protection, waste management, and secondary resource use.

 

2. Ministry of Finance of Ukraine:

- Facilitate the development and implementation of a common national financial, budgetary and tax policy, tailored to achieve the specified socio-economic development objectives; coordinate relevant activities of other central government agencies;

- Prepare the draft State Budget of Ukraine and a forecast of the major indicators of the consolidated budget of Ukraine; facilitate the implementation of the State Budget of Ukraine in accordance with the existing procedure; and implement the State Budget of Ukraine within the scope of their competence;

- Take part in the preparation of state national programmes; release funds earmarked for these programmes in accordance with the approved procedure;

- Take part in the preparation of proposals to be included in the meeting agenda of the Council of the Heads of the CIS Member States, the Council of the Government Heads of the CIS Member States, the Presidium of the Interstate Economic Committee; in the preparation and review of directives, proposals, other materials, draft multilateral agreements, protocols and resolutions concerning the relationships between Ukraine and other member states of the Commonwealth of the Independent States.

 

3. Ministry of Environment Protection of Ukraine:

- Facilitate the implementation of the state policy in the field of environment protection, sustainable use, reproduction, and protection of natural resources (land, surface waters, atmospheric air, forests, fauna, flora, and biological stocks sustained in the territorial waters, continental shelf, and exclusive (marine) economic zone of Ukraine); the monitoring of the state of environment, management of waste, hazardous chemical substances, pesticides, and agrochemicals; and carry out the environmental and radiation safety monitoring (within the scope of their competence in case of the latter);

- Provide overall management and regulation in the field of environment protection, sustainable use of natural resources (except for mineral resources); ensure the environmental and radiation safety (within the scope of their competence in case of the latter);

- Control, on behalf of the state, compliance with the provisions of the national legislation relating to environment protection, sustainable use of natural resources (except for mineral resources), waste management, environmental and radiation safety (within the scope of their competence in case of the latter);

- Develop and implement the state national and other programmes of action in the field of environment protection, environmental and radiation safety (within the scope of their competence in case of the latter); take part in the development and implementation of the state national and other programmes of action in the field of restoration and protection of natural resources; provide support and guidance for the development of regional environmental programmes, and coordinate their implementation;

- Pursue a unified scientific and technical policy in the field of environment protection, restoration and protection of natural resources, and environmental safety; take part in the development of the national scientific and technical information system; procure, on behalf of the state, research works and services within the scope of their competence;

- Coordinate activities of other central and local executive authorities in the field of environment protection, restoration and conservation of natural resources, and environmental safety;

- Control, on behalf of the state and in accordance with the existing legislation, compliance with rules, regulations, standards, limits, resource use quotas, environmental and radiation (within the scope of their competence) safety requirements, and waste management requirements (with a special focus on the movement of waste across the state border of Ukraine);

- Organise and conduct the State Environmental Review procedure in accordance with the existing legislation;

- Organise, within the scope of their competence, the monitoring of natural environment; facilitate the development and operation of the environmental information management systems;

- Approve or agree, in accordance with the official procedure, the rules, regulations, standards in the field of environment protection, environmental safety, waste management; review existing regulatory enforcement practices; and take part in the development of other rules, regulations, and standards within the scope of their competence;

- Develop regulations setting out the fee rates for resource uses and pollution emissions/discharges, and relevant fee collection mechanisms and procedures;

- Ensure the conservation of biological and landscape diversity; maintain the Red Data Book and Green Data Book of Ukraine;

- Facilitate and promote the international cooperation in the field of environment protection, sustainable use of natural resources, environmental and radiation (within the scope of their competence) safety; take part in the preparation and implementation of the international agreements; represent and protect the national interests of Ukraine in the relevant international organisations;

- Coordinate activities relating to the mobilisation of international technical assistance for various environmental projects in the field of environment protection, conservation and restoration of natural resources, improvement of environmental and radiation (within the scope of their competence) safety;

- Support and promote the environmental education initiatives; cooperate with the community and citizen groups concerned about the environment; approve the regulation and procedure of the independent review and control of environmental programmes and projects by the public.

 

4. Ministry of Health of Ukraine:

- Control and supervise the status of compliance with the sanitary legislation, state standards, criteria and requirements designed to ensure the sanitary and epidemiological safety of population;

- Review, analyse and forecast the major health indicators depending on the state of environment; take part in the development of measures aimed at the prevention of adverse impact of environmental factors on the human health;

- Control the progress of actions designed to address the causes and conditions leading to the outbreaks of contagious diseases, mass non-contagious diseases, poisoning events and human exposure to radiation;

- Approve, in accordance with existing legislation, the state sanitary standards, rules, and hygienic regulations; take part in the development and introduction of environmental and radiation safety standards;

- Agree, in accordance with existing legislation, all state standards, technical specifications, industrial standards, and other design and technology documentation for facilities that may potentially affect the human health;

- Take part, along with relevant central/regional executive authorities and local self-governance bodies, in the performance of regulatory functions in the field of radiation safety; and contribute to the preparation of expert statements on the classification of territories by the level of radioactive contamination.

 

5. Ministry of Industrial Policy of Ukraine:

- Identify the proposed options for the formulation of the state industrial policy of Ukraine and its implementation mechanisms; develop sectoral regulations on financial and economic issues, and mechanisms for their implementation, in accordance with existing legislation;

- Facilitate, in accordance with existing legislation, the implementation of a common social, scientific, technical, investment, and environmental policy in the industrial sector of Ukraine;

- Support and promote the development of new entrepreneurial arrangements, and take part in the planning and implementation of restructuring process in the industrial sector of the national economy.

 

6. Ministry of Agricultural Policy of Ukraine:

- Identify the priority areas of the state agricultural policy; develop the strategy and mechanisms for its implementation;

- Develop and facilitate the implementation of the state programmes and development concepts for various activity areas within the agricultural sector; and strengthen the capacity for managing the agroindustrial sector;

- Control, on behalf of the state, the reproduction of aquatic biological resources and regulation of fisheries; supervise the fishing fleet operations with regard to their safety;

- Coordinate, along with a specially authorised executive body responsible for land resource management, the process of land reform, monitoring and restoration of agricultural land; define the priority areas of the state policy in the field of management and protection of agricultural land;

- Exercise, within the scope of their competence, the state control of compliance with laws and regulations relating to the crop protection, pesticides and agrochemicals, safe application of plant growth stimulators; facilitate, in accordance with existing legislation, the state control in the field of crop and animal protection, prevention of quarantine pest invasion/introduction in the territory of Ukraine; control actions on protection and quarantine of plant and animal species;

- Propose measures on the protection and sustainable use of agricultural land, and improvement of soil fertility; take part in the development of and approve, in accordance with existing legislation, the terms and conditions for operation of drainage/irrigation systems transferred to the private operators;

- Organize the inventorisation of agricultural land with regard to the application of agrochemicals; the certification of agricultural products (crops, livestock, poultry, fish, and products of food processing industries).

 

7. Ministry of Fuel and Energy of Ukraine:

- Facilitate the implementation of state energy-saving policy; take part in the development of state energy-saving programmes and control their implementation in the fuel and energy sector;

- Facilitate, within the scope of their competence, the implementation of the state environmental policy; provide methodological guidance and control on environmental issues at the fuel and energy industry level;

- Provide institutional and methodological support, and coordinate activities relating to the development and implementation of the integrated programme on the development of nuclear fuel cycle, and spent nuclear fuel management strategies, including closure/decommissioning plans for reactor units and other nuclear power facilities; coordinate the construction and upgrade of the Shelter scheme in order to convert it into the environmentally safe system; organize and maintain the state inventory of radioactive waste, storage facilities for this waste, and radioactive waste handling operations conducted by industries, institutions, and organizations controlled by the Ministry, including disposal of this waste;

- Take necessary action to ensure the prompt and adequate response to the extreme events in the fuel and energy sector.

 

8. Ministry of Emergencies and Protection of Population against the Consequences of the Chornobyl Accident:

- Facilitate the implementation of the state policy in the field of radioactive waste management, protection of population and territories against extreme events, prevention of these events, mitigation of their effects and consequences of the Chornobyl accident;

- Organize and coordinate all actions undertaken within the exclusion zone and unconditional (mandatory) resettlement zone; manage all issues relating to financing, security, and health of personnel working in this zone;

- Implement the scientifically sound and technically feasible policy in the field of protection of population and territories against emergencies due to technogenic and natural causes, and the consequences of the Chornobyl accident.

 

9. Ministry of Transport of Ukraine:

- Take action to mitigate the adverse impact of transport on the environment, and ensure the environmental safety of transport operations;

- Coordinate energy-saving measures in the transport sector of Ukraine;

- Exercise, within the scope of their competence and in agreement with the Ministry of Environment Protection of Ukraine, the regulatory functions with regard to the environmental safety of transport operations.

 

10. State Committee of Ukraine on  Natural Resources:

- Facilitate the implementation of the state policy in the field of geological surveying and sustainable use of mineral resources, topographic and geodetic surveying, cartography, nature reserve management, and development of national ecological network;

- Facilitate the mineral resource development; the organization of geological, geophysical, geochemical, hydrogeological, geotechnical and geoenvironmental surveying, mineral resource exploration activities in the territory of Ukraine, including its territorial waters, continental shelf and exclusive (marine) economic zone; the sustainable use of mineral resources; and the development of nature reserve capacity and national ecological network;

- Exercise control, on behalf of the state, of the geological exploration of mineral resources; take part in the state control and supervision procedure with regard to the conservation and management of mineral resources, and the status of compliance with protection regime established for nature reserves and protected areas;

- Facilitate the development and implementation of state programmes in the field of geological surveying and sustainable use of mineral resources, and the development of nature reserves and national ecological network;

- Exercise, on behalf of the state, the accountancy and monitoring functions with regard to groundwater resources;

- Facilitate the development of nature reserves and capacity for managing and protecting the nature sanctuaries and protected territories within Ukraine, developing the national ecological network, expanding the area of nature reserves and protected territories, modifying their protection regime, and terminating their protection status;

- Facilitate the international cooperation on issues relating to the geological exploration of mineral resources, sustainable use of natural resources, and nature reserve management; encourage and attract investment in the sector; draft the international agreements on these matters; represent and protect the interests of Ukraine in the relevant international organizations within the scope of their competence;

- Coordinate international technical assistance provided for the implementation of related projects in the field of geological surveying, sustainable use of mineral resources, and nature reserve development.

 

11. State Committee of Ukraine on Housing and Municipal Utility Management:

- Coordinate and regulate activities in the field of centralized water supply, wastewater collection, and heating;

- Manage the municipal utility sector and drinking water supply systems; coordinate and manage the municipal utility management issues across the sectors of national economy;

- Organize, within the scope of their competence, the development and implementation of state and regional programmes in the field of housing and municipal utility management.

 

12. State Committee of Ukraine on Water Management:

- Take part in the formulation of the state policy and execution of the state management functions in water sector, including land drainage/irrigation activities, in order to ensure that water demand of population and national economy is met;

- Develop and implement the national, interstate, and regional programmes of action on the sustainable management, protection and restoration of water resources;

- Take necessary action to ensure that water demand of population and national economy is met, including the implementation of flow diversion arrangements between the basins;

- Implement actions designed to prevent and mitigate the harmful impact of waters, including the provision of flood protection arrangements in rural areas;

- Take part in the formulation of targeted sectoral development programmes, to ensure that water resources are managed in a sustainable manner;

- Identify and assess the water demands of population and various sectors of national economy; identify and recommend the priority development projects in water sector (including land drainage/irrigation schemes); control compliance with the operational regime introduced for major reservoirs, water management schemes and channels, and riparian protective strips; control the quality and reliability of state statistic reporting data on water consumption, and the technical state of hydroengineering facilities managed by industries, institutions and organizations accountable to the State Committee;

- Develop the long-term water balance forecasts and schemes for the integrated management and protection of water resources; take part in decision-making on issues relating to the flow diversion between the states and management of transboundary waters;

- Take part in the development and operation of the state environmental monitoring system with regard to the radiological and hydrochemical parameters, monitored in the major water management systems, transboundary watercourses, intersectoral and rural water supplies located within the areas subject to impact of nuclear power plants; soil quality parameters in the areas subject to impact of land drainage/irrigation schemes; and bank modification processes, especially within the riparian zones of the reservoirs;

- Procure, in accordance with existing legislation, the research/design works and services required to ensure the implementation of national water sector development programmes and water protection actions;

- Review and agree the draft terms and conditions of water permits issued to various economic entities at the stage of construction or upgrade;

- Conduct surface water quality analyses in a systematic manner and notify the executive authorities, local self-governance bodies and the public on the actual levels of water pollution;

- Procure the preparation of short- to long-term forecasts on the trends in the ecological state of water bodies and drained/irrigated land, and the development of scientifically sound recommendations.

 

13. State Committee of Ukraine on Land Resource Management:

- Take part in the formulation of the state policy and execution of the state management and intersectoral coordination functions with regard to land tenure arrangements; land resource management, protection, and monitoring; and maintaining the state land register;

- Exercise control, on behalf of the state, of land management and protection activities;

- Develop and take part in the implementation of the national, sectoral, and regional programmes in the field of land tenure; sustainable management, protection, and monitoring of land resource; soil restoration; and maintaining the state land register;

- Facilitate the development and implementation of institutional, economic, environmental, and other measures designed to ensure the sustainable use of land resources, their protection against adverse anthropogenic impact, the restoration and improvement of soil properties, the introducing and maintaining the proper management regime for land occupied by nature reserves, healthcare and recreational facilities, and historic/cultural sites.

 

14. State Committee of Ukraine on Forestry Management:

- Facilitate the implementation of the state policy and execution of the state management functions in the forestry and game sector, including the protection, conservation, sustainable management and reproduction of forest resources and hunting targets, and the efficiency improvement in the forestry and game sector;

- Develop and facilitate the implementation of national, interstate, and regional programmes of action on the protection, production capacity improvement, sustainable management and reproduction of forests; and take part in the implementation of these programmes, with special focus on the management and reproduction of animals that represent hunting targets;

- Develop standards, rules and other sectoral regulations in the field of conservation, protection, and sustainable management of forest resources, and restoration of forests;

- Supervise and control, on behalf of the state, compliance with regulations and requirements relating to the conservation, protection, management and restoration of forests, management of game grounds and hunting activities, application of pesticides and agrochemicals in the forestry sector (including their testing in the specialized scientific institutions);

 

15. State Committee of Ukraine on Energy-Saving:

- Facilitate the implementation of a common state policy and execution of the state management functions in the field of energy-saving, to ensure more sustainable management and use of fuel and energy resources;

- Ensure that energy-saving considerations are taken into account as a matter of priority in the planning of economic and managerial activities relating to the extraction, processing, transportation, conservation, production and use of fuel and energy resources.
