6. Site Reconnaissance

 

As part of the Phase 2 of the Project on Identification and Evaluation of Pollution Hot Spots in the Dnipro Basin, the Smolensk Municipal Utility “City Vodokanal” was visited by the Assessment Team. The visit started from the opening meeting with the administration of the Smolensk Municipal Utility “City Vodokanal” and all participants, followed by the Municipal Wastewater Treatment Plant general tour. During the following three days work, the expert team had a number of meetings and worked closely with the following managers representing key departments of the Smolensk Vodokanal Municipal Utility:

Also, the project team had a meeting with the officials representing key regulatory authorities, both regional and municipal.

A number of other Company and Plant specialists responsible for technical and financial/economic issues were also involved in the discussions held during the office and site visits. 

 

The site reconnaissance included an extensive walk-through the Municipal Wastewater Treatment Plant.

 

Before the site visit, the detailed questionnaire was prepared and sent to the Smolensk Municipal Utility “City Vodokanal” by the SNر-Lavalin experts to collect information required for technical and economic assessment of potential mitigation measures, including:

 

1. Characterisation and assessment of environmental impacts of pollution produced at the Treatment Plant;

2. Operational efficiency of existing technology and equipment;

3. Presence/status of environmental improvement programmes and plans, and existing improvement opportunities.

 

Part of data requested were provided before site visit in the form of the Questionnaire replies. Some additional information was provided to the Assessment Team during the Smolensk Municipal Utility “City Vodokanal” visit and site reconnaissance phase of the work and also after the site visit.
