While the projects and their associated elements and benefits are consistent, the cost elements have varied. Much of this has to do with technology and what elements are included in each project. As COWI identified thirteen projects, NHPA identified eight, and KVK also identified eight. To focus the economic assessment of priority measures, a project comparison was prepared to align all projects so consensus cost estimates can be developed. KVK projects have been used as the benchmark. This has been identified in Table 10.3.1. Note, all projects are considered independent and overlap of elements has not been considered. It is acknowledged that these are not appropriate comparisons. For example, KVK-1 includes a vast array of initiatives that likely comprises a range of specific projects identified in other studies. However, it is helpful to review to develop the assumptions that will set the boundaries for the assessment of new investments. Table 10.3.1.
