12. CONCLUSIONS

 

After reviewing the technical and economic aspects of the proposed mitigations measures at the Bortnichy Wastewater Treatment Plant in Kyiv, we conclude that all thirteen projects are worth further assessment for implementation as they will likely result in improved environmental performance of the facility.  Furthermore, these projects would likely improve water quality and biodiversity in the basin to varying degrees.  They may also have beneficial impacts to the socio-economic situation in the communities where they are situated by providing employment (i.e. construction, operation), improving employment by decreasing negative impacts of affected industries such as commercial fishing and improving the health of nearby residents and workers.  They will contribute to improving the operating position of the Plant from a efficiency and financial perspective. Finally, the projects will be beneficial to international relations by reducing transboundary impacts of pollution in the Dnieper River Basin and on international water bodies such as the Black Sea, the ultimate receiver of water from the basin.  All of the above are directly or indirectly the goals of the Strategic Action Program.

 

The projects are at various stages of development and in all cases require further design details to be defined for a detailed assessment and justification.  The findings are tentative based on the information that was available and provided to the study team.
