5.3. Assessment of Results

On the basis of scores assigned as a result of detailed assessment of scoring sheets for each enterprise the National Experts received weighted scores for the subcategories:

- General characteristics;

- Wastewater characteristics;

- Pollutant load as well as Pollution control.

Weighted scores in the subcategory “General characteristics” for all enterprises were received as a result of calculation, on the basis of scoring sheets and primary scores.  The experts came to the conclusion that weighted score for the category varies in the range from 3.821 (Inter-district engineering services of the cities of Novozybkov and Klintsy of Briansk Oblast) to 3.107 (Kurchatov vodokanal, Kursk Oblastl) (Table 5.2).

Weighted scores in the subcategory “Waste-water characteristics” for all enterprises were received as a result of calculation, based on the scoring sheets and primary scores for the indices.  It was determined that they vary in the range from 0.679 (Agricultural complex on the watershed of the Retchitsa River, Belgorodskaya Oblast) to 0.075 (Zheleznogorsk vodokanal, Kursk Oblast) (Table 5.2).

The subcategory “Pollutant load” includes 22 indices, the same as those included in the subcategory “Wastewater characteristics”.

Weighted scores in the subcategory “Pollutant load” were received as a result of detailed assessment of primary scores and scoring sheets.  The values of weighted scores vary from 2.486 (Inter-district engineering services, Briansk) to 0.971 (Agricultural complex on the watershed of the Retchitsa River, Belgorodskaya Oblast) (Table 5.2).

Weighted scores for subcategories were used for calculation of weighted scores of the category of “Pollution control”.  The results of calculation are given in Table 5.2.

Weighted scores in the category “Pollution control” category vary from 1.978 (Smolensk vodokanal) to 1.210 (Agricultural complex on the watershed of the Retchitsa River, Belgorodskaya Oblast). (Table 5.2).

The highest weighted score in the category “Pollution control” was assigned to the following Hot Spots: Smolensk vodokanal, Briansk vodokanal, Viazma vodokanal, Kursk vodokanal, Novozybkov vodokanal, Safonovo vodokanal, Yartsevo vodokanal.

The highest score in the category “Pollution control” is qualified for the Hot Spot “Smolensk vodokanal” – 1.978.  It results from the high scores for the subcategories “Pollutant load” – 3.714 (the 4^th place), “General characteristics” – 0.472 (the 3^rd place) and “Wastewater characteristics” – 2.429 (the 2^nd place) (Table 5.2).

The Hot Spot “Inter-district engineering services, town of Briansk” takes the second place in the category “Pollution control”, its weighted score is 1.942.  It results from the high scores for the subcategories “General characteristics” – 3.357, and “Wastewater characteristics” – 0.396 and “Pollutant load” – 2.486 (the 1^st place in subcategory) (Table 5.2).

In descending powers of weighted scores the Hot Spot “Viazma vodokanal, Smolensk Oblast” takes the third place – 1.682.  Weighted scores in the subcategories “General characteristics”, “Wastewater characteristics” and “Pollutant load” made up –  3.286, 0.415 and 2.029 accordingly (Table 5.2).

The fourth place takes the Hot Spot Kursk vodokanal.  Its weighted score in the category “Pollution control” is 1.654.  It is stipulated by weighted scores for the subcategories “General characteristics” – 3.643, “Wastewater characteristics” – 0.340 and “Pollutant load” – 1.943 (Table 5.2).

The fifth place in the category “Pollution control” takes the Hot Spot “Inter-district engineering services, Novozybkov, Briansk Oblast”.  Weighted score in the category made up 1.599.  Weighted scores in the subcategories are as follows: “General characteristics” – 3.821 (1^st -2^nd place in the subcategory) “Waste-water characteristics” – 0.245 and “Pollutant load” – 1.857 (Table 5.2).
