6.3. Assessment of Results

The category “Water Quality and Human Health” consists of seven subcategories:

1.        Drinking water supply,

2.        Recreation,

3.        Recreational fishing,

4.        Commercial fishing,

5.        Sediment quality,

6.        Agricultural water taking,

7.        Transboundary pollution.

Subcategory “Drinking water supply” includes three indices:

1.1        Location of the nearest municipal drinking water withdrawal,

1.2        Municipal drinking water withdrawals under the direct influence of river quality,

1.3        Population being supplied by river water.

Weighted scores for the subcategory “Drinking water supply” were determined on the basis of the assigned points and the index weights incorporated into the detailed assessment scoring sheets.  The values of weighted scores for this subcategory ranged from a maximum 2.76 (Retchitsa Vodokanal) to a minimum of 0.65 (Soligorsk Vodokanal), as shown in Table C1.

Subcategory “Recreation” includes four indices:

2.1        Recreational bathing areas located near the Hot Spot,

2.2        Other aquatic recreational activities located near the Hot Spot,

2.3        Any illnesses attributed to the recreational areas, and

2.4        Hot Spot identified as source of illness.

As a result of calculations made with the help of the scoring sheets and based on the initial points assigned to the various indices, weighted scores for the category “Recreation” were determined for all of the subject enterprises.  Weighted scores varied within the range of 3.14 3 (Retchitsa Vodokanal) to 6.67 (vodokanals of the cities of Borisov, Bereza, Pinsk, Soligorsk, Slutsk and “Mozyrsky petroleum refinery” (see Annex C, Tables C4 – C7).

In the subcategory “Recreational fishing” the score values varied from 5.000 (vodokanals of the cities of Minsk, Retchitsa, Bobruisk, Zhlobinsk, Slutsk) to 1.000 (Borisov, Orsha, Pinsk, Soligorsk vodokanals, Svetlogorsk “Khimvolokno”, Svetlogorsk heat station, and “Mozyrsky petroleum refinery”).

The values of the scores in the subcategory “Commercial fishing” were determined as follows: 5.000 – Minsk and Bobruisk vodokanals; 4.000 – Slutsk vodokanal; 3.000 – vodokanals of the cities of Retchitsa, Gomel, Zhlobin; and 1.000 (Vodokanals of the towns of Mogilev, Borisov, Bereza, Orsha, Pinsk, Soligorsk).

Scores in subcategory “Sediment quality” ranged from 5.000 (Minsk vodokanal) to 0.000 (for all of the other enterprises).

In the subcategory “Agricultural water taking”, scores were determined as follows: 4.000 - Retchitsa vodokanal; 2.0 – Svetlogorsk “Khimvolokno” and Svetlogorsk heat station; and 0.000 for all the other enterprises.

Scores in subcategory “Transboundary pollution” have the following values: 5.000 – vodokanals of the cities of Gomel and Retchitsa, “Mozyrsky petroleum refinery”; 4.000 – Zhlobinsky vodokanal; 3.000– Svetlogorsk “Khimvolokno” and Svetlogorsk heat station; 2.000 – Bobruisk vodokanal; 1.000 – vodokanals of the cities of Minsk, Mogilev, Borisov, Berezovsk, Orsha, Pinsk, Soligorsk and Slutsk (Table C12).

The overall scores for the category “Water quality and human health” were calculated for each enterprise.  This involved combining the individual subcategory scores for each enterprise summarized in Table 6.3 after predetermined subcategory weights were applied.  The resultant category weighted scores were calculated, and range from 2.763 (Retchitsa vodokanal) to 0.652 (Soligorsk vodokanals) (as shown in Annex C, Tables C1 – C3).

The highest scores in the category “Water quality and human health” were calculated for the Hot Spot discharges from the wastewater treatment facilities (in descending order) of Retchitsa vodokanal – 2.763; Minsk vodokanal – 2.51; Gomel vodokanal – 2.129; Zhlobin vodokanal – 1.561; and Bobruisk vodokanal – 1.560 (see Table 6.3).
