5.3. Evaluation of Results

Weighted scores for subcategories and the category were received on the basis of scores assigned as a result of detailed assessment using scoring sheets for each enterprise.

The weighted scores for the subcategory “Overall performance” for all enterprises in question were received as a consequence of calculation on the basis of scoring sheets and primary points and indices.  As a result it was determined that the weighted score by the category varies within the limits from 4.107 (Bereza vodokanal) to 2.393 (Zhlobin vodokanal) (Table 5.2).Weighted scores for the subcategory “Wastewater characteristics” for all enterprises in question were received as a consequence of calculation based on the scoring sheets, primary points and indices.  As a result it was determined that they vary over a range of 1.491 (Retchitsa vodokanal) to 0.038 (Svetlogorsk heat station) (Table 5.2).

The weighted scores for the subcategory “Pollutant load” for all enterprises in question were received as a result of calculation based on the scoring sheets and primary points.  The values of weighted points vary from 3.000 (Gomel vodokanal) to 0.800 (Zhlobin vodokanal) (see Table 5.2).

The weighted scores in all subcategories were used in order to calculate weighted scores of the category of “Pollution Control”.  The results of the calculations are given in Table 5.2.  As shown in the table, the weighted scores of the “Pollution Control” category vary from 2.322 (Gomel vodokanal) to 0.867 (Zhlobin vodokanal).

The highest weighted score of the category “Pollution Control” was qualified for the hot spots of effluent discharge from wastewater treatment facilities of “Gomel vodokanal”, “Minsk vodokanal”, “Borisov vodokanal” and “Bobruisk vodokanal”.

The highest score of the category “Pollution control” is qualified for the hot spot “Gomel vodokanal” – 2.322.  In the first place, it results from the highest score in the subcategory “Pollutant load” – 3.000 and a high score in the subcategory “Overall Performance” – 3.423.  As for the subcategory “Wastewater Characteristics” the score has a medium value – 0.660 (Table 5.2).

“Minsk vodokanal” takes the second place within the category “Pollution Control”, its weighted score was 2.546.  This results from high weighted scores in the subcategories “Overall performance” – 3.464, “Wastewater Characteristics” – 0.943 and “Pollutant Load” – 2.714 (see Table 5.2).

The hot spot “Mogilev vodokanal” takes the third place.  The weighted score within the category “Pollution Control” is 1.898.  It results from the weighted scores in the subcategories “Overall Performance” – 2.857, “Wastewater Characteristics” – 0.509 and “Pollutant Load” – 2.087 (see Table 5.2).

The fourth place within the category “Pollution Control” is taken by the hot spot “Borisov vodokanal” – 1.815.  The share of weighted scores in the subcategories “Overall Performance”, “Wastewater Characteristics” and “Pollutant Load” made up 3.25; 0.755 and 2.086 accordingly  (see Table 5.2).

The fifth place within the category “Pollution control” is taken by the hot spot “Retchitsa vodokanal”.  The weighted score of the category made up 1.77.  Weighted scores for the subcategories are as follows: “Overall performance” – 2.464, “Wastewater Characteristics” – 1.491 and “Pollutant Load” – 1.771 (see Table 5.2).
