8. Proposals for Strategic Action Programme
Based on the preceding considerations, the following proposals are submitted for inclusion in the Strategic Action Programme:
To accelerate the preparation, discussion, negotiation and adoption of the Trilateral Convention on Cooperation in the Protection and Use of the Dnipro River Basin, taking into account the key requirements of the EU directives; and to establish an international body for coordinating activities related to the achievement of convention goals.
In order to develop the appropriate legal base for adapting the environmental water codes of the three Dnipro River countries to EU legislation, its is recommended that three guiding documents be developed and adopted at the legislative level, namely:
a declaration on the need for such an adaptation, and of the goals and tasks thereof;
a conceptual statement concerning the organization of activities related to the adaptation of the respective environmental water codes;
a national programme for harmonizing (adapting) the respective national environmental water codes to EU legislation.
In order to accelerate the adaptation process, it would be inexpedient to delay the adoption of the documents specified above in paragraph 1, and one should therefore proceed with the activities commenced within the framework of this project on transposing the three top-priority directives to the environmental legislation of Belarus, Russia and Ukraine, namely:
Directive 2000/60/ЕС, which establishes guidelines for activities in the sphere of water policy;
Directive 96/61/ЕС on integrated prevention of pollution and control;
Directive 91/271/ЕЕС on municipal sanitary water treatment.
The activities specified in paragraphs 1 and 2 should be commenced together with the development of the programme for establishing basin management bodies in all eight major Ukrainian river basin raions (RRB, six of which are transboundary). This program is to be approved immediately following the adoption of Directive 2000/60/ЕС as the national law of Ukraine. Moreover, it will first be necessary to develop the management unit for the Dnipro River RRB with the Prypiat River sub-basin. It is recommended that such programmes also be developed for Belarus and Russia.
To organize the study and assimilation of European experience in implementing the requirements of EU directives, including the related economic aspects and, in particular, European experience in setting tariffs on both fresh water intake from water bodies and on the discharge of contaminants to water bodies with return water.
To promote the general public’s participation in decision making with regards to the environmental condition of the Dnipro River basin, thereby strengthening the control of observance of environmental legislation and implementation of the Strategic Action Plan.
To assist in the development of national programmes on environmental training, the dissemination of information, and eco-tourism in the Dnipro River basin.
