4. CREATING PILOT WEB SITES OF THE REGIONAL STATE DEPARTMENTS

One of the project goals was to create pilot Web sites of the regional state departments of ecology and natural resources in the following regions:

1. Volyn

2. Rivne

3. Zhytomyr

4. Kyiv

5. Chernihiv

6. Sumy

These regions are located in the zone of transboundary impact from Russia and Belarus.  The work on the Web sites was carried out in close cooperation with the employees of the above departments.

The created pilot Web sites provide administrative and contact information, general environmental information for users’ references, general review of the environmental state [in the region], and information about the National and regional programs for environmental rehabilitation of the Dnipro Basin. These sites are also an important means of informing of general public and interested Internet users about the environmental policy and results of its implementation in the Dnipro Basin and in Ukraine.

Creation of a pilot Web site of the state department of ecology and natural resources in the Sumy Region provided an impulse for the creation of an official Web site of the state department. The specialists from Sumy have developed a more complicated and advanced official Web site having used the pilot site as its basis.

Menus of the sites were structured according to the following format:

The most important regional  information about the environmental state of the region is annually presented as an “Annual report on the environmental state in the region”. At the time of the project implementation the 2001 reports were available, that is why it was decided to use them as the basic information of the pilot Web sites.

It is planned that in the future local experts will update the sites and publish annual reports without any outside assistance. When publishing reports on the Web sites, the technology of web publishing of structured reports was tested.  Methodology of preparation and publishing on the Internet of large structured reports in a One click format is described in the appendix.

Creation of the sites of the regional state departments enabled to achieve the following objectives:

- To ensure extended access of the employees-environmentalists to the sources of the up-to-date information in the Internet;

- To create conditions for the development and publishing on the Internet of diverse database on environmental management issues;

- To provide to the population general and specific information about national, regional and local environmental problems.
