3. THE SCHEME OF MANAGEMENT OF THE RUSSIAN SECTION OF THE DNIPRO BASIN AND THE NETWORK TOPOLOGY

 

Management of the Russian Dnipro Basin is carried out by the Conference of Authorized Representatives (Russia-Ukraine) and the Joint Commission (Russia-Belarus) in compliance with appropriate guidelines and recommendations. The general Russian Dnipro Basin management diagram is shown in Fig. 1.5. The network development plan envisages upgrading the central network node to enable communication with the transnational Dnipro Basin environmental database.

 

The computer network set up as a part of this project provides for the collection of the data from the information nodes and their submission to the DRIC as well as gives out summary information about the state of management subject (the Dnipro Basin) and its anthropogenic load to the management bodies – Conference of authorized representatives (Russia-Ukraine) and Joint Commission (Russia-Belarus). At the subsequent stages the DRIC will receive the information generated as part of the development of other Programme projects.

 

The network is of unidirectional structure, which means that the network participants exchange information according to the following scheme: territory – the DRIC.

 

Currently, major users of the network are the 18 territorial bodies of the Russian Ministry of Natural Resources, Rosgidromet, and Health Ministry and a bloc of organizations participating in a transboundary management of the Dnipro basin as a part of the Russian-Ukrainian Agreement on transboundary water bodies of 1992.
