Organizational Development of the Computer Network of Management of the Russian Section of the Dnipro Basin

2. ORGANIZATIONAL DEVELOPMENT OF THE COMPUTER NETWORK OF MANAGEMENT OF THE RUSSIAN SECTION OF THE DNIPRO BASIN

As a result of the implementation of this project the existing computer network of

- the Dnipro Russian information Center located on the premises of the Register and Cadastre Center (managing organization) and VODNIIINFORMPROEKT (technical resource base);

- and

- 6 clustered territorial information nodes on the premises of territorial divisions of the Russian Environmental Ministry in the riparian regions (administrative units)– Smolensk, Briansk, Kursk, Kaluga, Orel and Belgorod Oblasts,

set up as part of the “Computer Linkages – 1” Project was supplemented with the following components:

- 12 territorial information nodes, set up on the premises of territorial bodies of Rosgidromet and the Health Ministry in these oblast (administrative units);

- 4 information nodes set up at the following federal and basin organizations:

- the transboundary water division at the Water Resources Department of the State Water Service of the Ministry of Natural Resources of Russia;

- the Moscow-Oka Basin Water Department at the Ministry of Natural Resource

- Global Climate and Ecology Institute at the Rosgidromet and the Russian Academy of Sciences

- State Sanitary and Epidemiological Inspection of the Health Ministry

and enhanced through the development of the soft- and hardware of the earlier established nodes.

Organization and equipping of the central node of the computer network are laid down in the Protocol of Creation of the Dnipro Russian Information Center and the acceptance report of VODNIIINOFRMPROEKT.

Federal departments – Russian Federal Service for Hydrometeorology and Environmental Monitoring (Rosgydromet) and Russian Health Ministry (state Sanitary and Epidemiological Inspection) – that are not a part of the agreement between IDRC and Russian Environmental Ministry were included into the information network on the basis of the following letters of the Chairman of the Program Management Committee for “Development of Environmental Management of the Dnipro Basin in Russia” and consent of their department heads.

I am writing this to inform you that an informational network for the development of system of management of the Russian section of the Dnipro basin is being created and that as a part of this, soft-and hardware is being supplied to the territorial divisions of the Ministry of Natural Resources, Rosgygdromet and Health Ministry in six riparian oblasts at the costs of the UNDP-GEF Program.

To coordinate the efforts on creation of the network and its operation subject to the interests of the Russian Health Ministry, I am asking you to appoint representatives of Your organization responsible for the receipt and operation of the equipment and interdepartmental exchange of environmental data on the Dnipro basin within the oblast as well as your representative responsible for this issue at a federal level.

To ensure legal protection and appropriate use of the soft- and hardware systems and additional software and equipment provided to the territorial organizations for the development of the computer network nods, the managing organization supplied the equipment via VODNIIINFORMPROEKT on free terms in compliance with article 689 of the Civil Code of Russian Federation.

All the equipment was individually tested, its accessories were assembled, and its comprehensive testing was performed. Upon the acceptance tests and demonstration of system availability all the equipment was handed in to VODNIIINFORMPROEKT in the presence of the information nodes representatives for the period of duration of the UNDP-GEF Program.
