INTRODUCTION
This Project was implemented as a part of the Environmental Management Development Program in Russia in accordance with the agreement between the International Development Research Center (Canada) and the Ministry of Natural Resources of the Russian Federation (MNR of Russia) and pursuant to the Project proposals endorsed by the Program Management Unit. These proposals have been developed by Russian experts to enable organizations responsible for water resource management and environmental control to build and strengthen their capacity to develop hardware and software of communication networks.
This work was carried out with the aid of a grant #10033105 158 administered by the International Development Research Center (IDRC, Ottawa) and is financed by the Canadian International Development Agency (CIDA).
The Project aims to create a computer network of 23 nodes (including 7 nodes of the existing network, which was established as a part of the “Computer Linkages-1” Project), namely:
- The Dnipro Russian Information Center (Moscow) affiliated with the FGUP “Register and Cadastre Center” of the Ministry of Natural Resources of Russia (management organization) and the open-end joint-stock company “VODNIIINFORMPROEKT” (material and technical resource base);
- Territorial departments of the Ministry of Natural Resources of Russia, Russian State Hydrometeorology Committee (Rosgidromet) and the Ministry of Health, which are located in six riparian regions and establish quantitative and qualitative environmental and nature conservation indicators;
- Federal and basin-wide organizations, namely:
- Water Resources Department of the Ministry of Natural Resources of Russia (Transboundary Water Bodies Division);
- Global Climate and Ecology Institute affiliated with the Rosgidromet and Russian Academy of Sciences (RAS);
- State Sanitary and Epidemiological Inspection Agency of the Ministry of Health of Russia;
- Moscow-Oka Basin Water Department which provides direction and leadership for the natural resources departments based in 4 out of 6 riparian regions (which account for 70% of the Russian Dnipro Basin).
This is the report the work results, including the formation and delivery of the soft- and hardware systems.
