Activities of the Russian Program Management Committee (RPMC) Office

Russian Program Management Committee (RPMC) Report
The aim of the Russian Management Committees Project financed from grant #10 031 105103 provided by the International Development Research Center (Ottawa, Canada) is to establish a support office for projects implemented as part of the IDRC Program of Environmental Management Development in the Dnipro Basin of Russia (EMDDBR) and the UNDP-GEF Dnipro Basin Environment Program. The Project objectives are as follows:
- to provide technical support for the Office activities, including the purchase of equipment and organization of access to the Internet;
- to introduce a paid position of Project Support Officer;
- to prepare agendas and minutes of all sessions of the Russian Program Management Committee (RPMC);
- to give assistance to Russian and international organizations directly engaged or otherwise interested in GEF and EMDDBR projects; and
- to coordinate relations among interested Russian organizations and experts participating in projects implemented as part of both Programs.
This Report describes the Office activities carried out from March 1, 2002 to February 16, 2004 in light of the above objectives.
This Report on the Russian Management Committees Project contains information about the support provided by the Russian Program Management Committee Office for projects run under the IDRC Program for Environmental Management Development in the Dnipro Basin of Russia (EMDDBR) and the UNDP-GEF Dnipro Basin Environment Program. The described activities were carried out from March 1, 2002 to February16, 2004 to fulfill goals specified by the Contract.
Over the reporting period from 03/01/2002 through 16/02/2004, the following activities were implemented in accordance with the Project objectives specified in paragraph 1 of the Contract:
1. There was established an office of the Russian Program Management Committee (RPMC) called upon to provide support for projects implemented as part of the IDRC Program of Environmental Management Development in the Dnipro Basin of Russia (EMDDBR) and the UNDP-GEF Dnipro Basin Environment Program, in particular:
- the RPMC adopted a decision (see minutes #2 of 10.15.2001) to designate the VODNIIFORMPROEKT as a host organization for the RPCM Office and to appoint the Deputy Director General of VODNIIFORMPROEKT E.A.Reznik as Office Head;
- A.A.Aleshukin was appointed Project Support Officer to be reimbursed for his services from the Project budget;
- V.B.Vinogradov was hired as an Office car driver to be reimbursed from the Project budget (partially).
2. As part of technical support to the Office activities,
- The Russian side contributed office premises, office furniture and stationery:
- to set up a workplace of the Project Support Officer,
- to accommodate communications facilities and Internet access;
- to conduct meetings on technical issues.
- The Russian side partially covered the purchase of a micro van MERCEDES VITTO 110D. The operating costs involved:
- the driver’s salary which was partially paid by the Russian side; and
- maintenance, repair, insurance and parking costs as well as purchases of fuel and lubricants which were fully covered by the Russian side.
- The Russian side provided the following office equipment (as well as expendable materials and paid traffics) for temporary use:
- computers;
- fax machines;
- Xerox machines;
- electronic mail and Internet access facilities; and
- presentation equipment.
3. The Office assisted in preparing and holding 6 RPMC meetings. This involved:
- Preparation and approval of draft agendas;
- Preparation and getting of the Ministry’s approval of the participation of the RPMC’s members in the meetings;
- Preparation, copying and dissemination (if necessary) of hand-outs;
- Preparation of presentation materials;
- Hotel bookings and lease of premises for the meetings;
- Organization and holding of meetings;
- Keeping and copying of minutes of the meetings and the Committee’s decisions.
4. The Office organized the participation of the Russian side in all meetings of the Program management bodies - Joint and Steering Committees.
5. The Office supported all Program-run events conducted in Moscow, namely:
- Meetings of specialists of the Program Thematic Centers and Program projects;
- Meetings of NGO representatives;
- Meetings attended by international experts and consultants;
- Meetings of the Program Joint and Steering Committees;
- Provided support to the UNOPS experts involved in interim Program progress assessments.
6. The Office assisted to present the Program at international conferences and exhibitions, namely:
- EKVATEK-2002;
- Las-Palmas – 2003;
- Great Rivers (Nizhniy Novgorod-2003);
- Kiev-2003, including the preparation for the signing of the Policy Statement on the Environmental Rehabilitation of the Dnipro River Basin by the ministers of Belarus, Russia and Ukraine.
- Russian National Congress of Water Economy Workers (Moscow, December, 2003).
7. On the instructions of the UNDP Moscow Representative Office, the Office received, cleared through the customs, prepared and handed over equipment donated by the Program to regional environmental laboratories.
8. The Office provided technical support for the Russian participants of the Programs, provided coordination for the Russian organizations and experts involved in the Program-supported projects on a daily basis and organized study tours and training programs.
